Since quite a few people are new and the picnic has not been done on a regular basis for this group, my suggestion would be to let everyone bring their own food, and share if one wants to. People who know each other can make small groups and can decide either for potluck amongst themselves or buy out as a group. It would be easier to manage and no hassles of account keeping and feeling bad if someone does not turn up and the others have to bear the portion the cost of the food bought for those who did not turn up. Plus paying and receiving money can be a nightmare........and the possibility of being misunderstood are very high.
In future, system can be set to arrange for confirmations backed with payment.
This way, we will also be avoiding calling ourselves a group of 25 or more........

I have one more suggestion, can we form a whatsapp group at least for people who are coming to this picnic.

Everybody getting their own food and having it .... may be less fun and inconsistent . Managing a potluck is a tough job esp with a big number of unknown participants ...but yes if someone volunteers to manage it ... that can work out well...Any takers ?
Based on experience, I don't think it would cost more than $10/- - $12/- head for the food and snacks .(children excluded)
I can volunteer to do the accounting if we wish to cater in the food .. Any & all purchases made should be backed by receipts --- can accumulate them and divide among participants ,

An option is Biryani. You can get 1-2 large trays veg/Non veg. Plus samosas. That way - the food is easy to manage and transport. Cost is easy on those who attend and those who don't. Everyone must carry their own cutlery, water and drinks. People can carry their own individual food/snacks too (esp. For their kids).
