It high time the central government should advise the respective states to overhaul the system and provide guide lines. Unfortunately the system is rotten and most of the politicians like to have the corrupted system in their hands.
I do not know how we can help in this regard. May be we all can start writing to respective home ministers of each state to improve the system and image !!!!!!
I will do some thing from my side.
Such behavior is glamorized in movies such as Ab Tak Chappan etc...
Sadly, sometimes it is the only way that actually works.
