Candy manufacturing and sale is big business, in case you didn't know. By buying lots of candy and handing it out, you're basically enabling a big business. So you can hide behind this "principle" and not hand anything out. What this will do is it will force parents to buy candies for their own kids, however sales will decline on volume sold. Candy manufacturers and Walmart will need to then raise prices however candy sales will be fine because free markets and competition will work it all out

Candies are not good for kids' health. That "principle" can work too.

It actually fits nicely with your tipping logic in more ways than one. If you don't hand out candies, children make a grumpy face. And if they're washing cars or shovelling snow in the neighborhood, they may skip your house and not offer you that service. Some may even not deliver the newspaper.

Thus you can compare it to bribery in India. If you pay something, you get a service. Otherwise you don't. How dare they - This is unacceptable! Down with Halloween!!

But the problem with that is that all the desis will get categorized and chances that desi who would have handed out the candies would probably get the similar treatement. What is that "Collateral damage" .
Very tempted to ask for location and restaurants non-tippers frequently visited.

Why don't you guys start collecting candies @ doors b/w 9 am and 5 pm every day ....You will be able to generate much more profit for these businesses ...

And who knows you might get tipped a little as well ??? Good for you good for them !!!!
