Obviously it would improve prospects of North American IT professionals. However such lunatic ideas are floated and in some instances implemented by left leaning socially progressive socialist morons. It would hurt the US companies only eroding their ability to compete. In global world, such a stupid attitude can not work except in Obama's fantasy. Information can be exchanged in nano second over internet and the companies would find some way to circumvent. Further, I understand that Ohio Govt. only has banned and not the private organizations so I do not expect to have a huge impact.
