K.Raj and DIA, you were on to something with your good forecasts, though you lacked a supportive backing.
Here is some backing to validate your claims.

The latest predictions by economic experts for the next decade as on ebusiness forum:

India is going to wane in its outsourcing bonanza.
As wages increase in India, US companies are moving farther afield.
This search for new lands spells trouble for India.
Observers say India's period of competitive advantage may be waning.
With local wages rising at a 20% annual clip, executives are reportedly beginning to shop out some of their own operations.
Executives who are considering outsourcing their corporate IT functions are hearing from some unexpected quarters.
At the top of the list: Africa

Experts report that several African nations, including Uganda, Senegal and South Africa, are getting into the outsourcing game.
Ghana seems to be the destination of choice for US technology companies setting up offshore operations in Africa.
Case in point: Affiliated Computer Services, a US$4bn (in revenues) outsourcing company headquartered in Dallas, is building a new data-input centre in Accra that will employ 2,000 workers.

Some account companies from Canada regularly outsource work to Uganda, I saw a TV program of this on the CBC.
Although these African countries are no match for India economically, they sure are beginning to compete in the outsourcing department.

Also the Chinese economic juggernaut is going to be on the move, it is going to be unstoppable.
Prosperity, peace and progress eventually gets transferred to excellence in Sports.
The last hefty Olympic medal haul by China was an indicator of this big Chinese move.
BTW The next Olympics are in China.

JD,
All I can say is in the garments industry it is a huge task for companies to source their raw materials from unique sources. E.g the ribbon on a specific nightgown etc makes difference to the final cost of garments. So the vendor has to give his final costs based on these factors. If what you are saying is true(which I am sure is not because of my wifes biz) in the garment industry...Sears and walmart would be deciding the costs of the garment, and the job work is then at a fixed rate. Not true at all. There is a lot of haggling regarding prices. The big retailers give their designs and and vendors do the sourcing. Retailers like walmart and sears do have their sourcing agents...however due to the huge variety of styles and designs..it is impossible for them to source the raw materials like zippers/ribbons, buttons, sashes, fabric etc.The vendors are also given a target price to match(sometimes). Let me assure you again that the vendor does all the sourcing. I sometimes help my wife with her biz. She has vendors both in India and China. These vendors supply to most retailors in Canada and also some in US either directly or via local importers. She also works(almost daily via phone/net) with the merchandisers of those vendors in India and China and know the trouble and aggravation they go thorugh to source the correct materials.

Also note that many retailers send their buyers out to designer/label stores or the competition. They then knock of variations of designs. So how would anyone know what to stock/source in advance if they have to send people out to look in the stores for what they then decide to design?. Especially when lead time to delivery is sometimes 20-40 days! Logistically impossible. May work for products where there is not much variations in styles/designs like levis jeans etc.
Keep an eye out...you will notice that some fashion garments/styles appear a little later in some of the bigger box retailers than in the label/designer store. You will also notice variations of the same designs in many stores.

I think Jake u 've siad it all.In fact, I too had been working as a merchandiser in an export house and have sent orders for WalMart and Sears.I have sourced fabric, buttons, labels zippers all by myself and after meeting the standards of the buyer ,sent the order for production and finally delivered to WalMart ,Sears etc.Of course , the costing was done at various stages , right from the conception of the order and backward costing after, the order was sent.
However, in some cases like in GAP, the buyer asked to source the fabric/button/zipper/label etc. to be sourced from a specific supplier.
However, this decision is made in the beginning , pertaining to the quality and price the buyer is looking for.
So, the exporter looks for the best priceand best quality and of course the time (oh my God! it reminds me of those hassles which used to give me nightmares about my orders:( ) so as to meet the buyers demands, pertaining to the the 5 P's....
So, this is not the case with all the buyers. But, generally, it is the manufacturer who sources the raw materials so as to meet the buyer's specifications.

regards
