All I can say is in the garments industry it is a huge task for companies to source their raw materials from unique sources. E.g the ribbon on a specific nightgown etc makes difference to the final cost of garments. So the vendor has to give his final costs based on these factors. Let me assure you again that the vendor does all the sourcing. I sometimes help my wife with her biz. She has vendors both in India and China. These vendors supply to most retailors in Canada and also some in US either directly or via local importers. She also works(almost daily via phone/net) with the merchandisers of those vendors in India and China and know the trouble and aggravation they go thorugh to source the correct materials.
Also note that many retailers send their buyers out to designer/label stores or the competition. They then knock of variations of designs. So how would anyone know what to stock/source in advance if they have to send people out to look in the stores for what they then decide to design?. Especially when lead time to delivery is sometimes 20-40 days! Logistically impossible. May work for products where there is not much variations in styles/designs like levis jeans etc.
Keep an eye out...you will notice that some fashion garments/styles appear a little later in some of the bigger box retailers than in the label/designer store. You will also notice variations of the same designs in many stores.

As India is heading on her slogan of becoming developed country by 2020, things are changing back home. Quality of life is improving and hence expectation of pleople too.
