Hi,
I got my PR card in July 2008 but have been able to spend only 4 days in Canada in the last 4 years. I understand that I will not be able to renew the PR card as I can not possibly meet the 2 years out of 5 years residency in Canada requirement.
My question is: Can I go to visit my relatives in Canada for a few days next week as my current PR card is valid through next July (July 2013)?

You can visit Canada ..... no problem. At the border, if they ask ... tell them that Canada is still you home and you were away due to some unavoidable situation.
But v_dagar will not be able to renew his PR card . My question ... If He come now and stay here until PR Card expiry will canadian govt. Deport him ??

v_dagar, when you will land in Canada first thing CBSA will do is issue you removal order and will give you 30 days notice to leave Canada voluntarily. Doesn't matter you still have 1 year left on expiry of your PR card.
One of my client with similar situation has already experienced this and I say this based on my experience. You will have 30 days to file notice of appeal with Immigration Division if you wish to stay longer in Canada. If you are appeal is accepted, then you will be provided hearing date. If you are successful in proving unavoidable grounds and the reason for your absence in Canada and then you might get lucky to retain your PR status. Its not limited to this and differ from case to case - what I said earlier could be one possibility and more possible outcome could only be discussed on proper assessment of your case. Though, what I understand is that you just need to visit Canada - so in that case, sure you can come to Canada but for how long you can stay will depend on CBSA.
