I think you must ask the Priest who is doing the Havan to bring his own materials and provide you an ample supply of it.

Search for Cow farm instead of cowdung..

You can even use mango wood pieces which are solely intended for havan and alike activities . There are plenty Pooja shops which sell these items especially Tamilian shops .

There are many farms on the Caledon area, owned by Punjabis. I knew one person who used to get it regularly from one such farm (for medical reasons).
