Can a Canadian passport be renewed from India if u r out of Canada for extended period?

India is changing very fast. Gone are days when a Canadian citizenship was a prized identify. In fact now its becoming a liability for many.
Govt of Canada will start hunting for tax money from all over the world.
And in India, kids as per recent news are sacrificing over 1crore annual salary overseas in favor of Make in India.

Times are changing fast..
