Yes, it is fair. It is little high but I guess Canada also charge fees (may be $100) for renouncing Canadian Citizenship.

Canada allows dual citizenship whereas India does not. Regardless you pay the fee or not, you automatically lose your Indian citizenship the moment you take on Canadian citizenship. So fee for that is irrelevant, it just seems like new source of revenue.

It has nothing to do with dual citizenship. Yes, Canada allows dual citizenship while India does not but there can be many reasons people may want to renounce Canadian Citizenship. Surrender certificate is a kind of renouncing Indian citizenship.

We all know many of our people misuse Indian citizenship/passport by not telling Indian authorities that they are foreign country citizen. I have no idea how this surrender certificate will help.

But I will still say $168 or $188 is fair. I read few months back that US started charging something like $400 for renouncing US citizenship.

How can someone misuse Indian passport to travel to India after acquiring a foreign citizenship? They may be able to enter the country with an expired passport, but will not be able to leave. When you are leaving India, won't the check-in counter staffperson check whether or not you have a visa for your destination country, at which point you will have to show your Canadian passport? Surely the staff member will then see that you don't have an Indian entry visa in your Canadian passport.

Many Indo Canadian are doing it/was doing it. When I was in Indian conuslate, many people were admitting this & paying fine apart from 'Surrender Certificate fees".

People are arguing without not knowing procedure better he/she stops writing comments. How can you misuse Indian passport? you do not need to tell any authority that you have give up your Indian citizenship, in which world you are living? This is computer era. When some one is not travelling on Indian passport means he/she is not an Indian Citizen.Indian embassy has to establish set up that they automatically can know how many Indian has acquired Canadian citizenship each year. it could be done using online set up.
When you acquire your Canadian citizenship your P.R Card is already taken by Canadian Authority and if you are permanent residence you can not travel without PRCard or travel documents provided by government of Canada in case you have lost your PRCard, and you required Canadian passport to leave Canada. Not an Indian.
In case , If you want dare to use Indian passport after acquiring Canadian citizenship try it? but read this first, airport authority will check your status in passport you are using, whether you are on immigration visa or on visitor visa and and ask you to show your PRCard first and proper documents if you are on immigration visa .So what is the point writing misuse of Indian passport?and who will dare for it?
Anyway do not direct this on different direction .Question was charge is fair i mean reasonable or not?because you can receive new Canadian passport only in $100 for adult and $ 38 for child under 15 year. So for 4 family member with 2 kids you can acquire in around $ 250 with shipping at home.while to cancel Indian passport and to get surrender certificate you required 168x4 (flat rate) plus 20 X 4 FOR SHIPPING TOTAL OF $752.This was the point.
Thanks.

I will narrate you my own scenario under which I could have (mis) used my Indian PP if I needed to after becoming Canadian citizen .
I had US/Schenghen valid visa on my IPP. I could have flown back & forth to Canada thru US on my "expired PP" . Here how it could have worked . Fly to US on Can PP and than fly to India on Indian PP ( no need to show PR card at any point ) .
I am sure that there are more scenarios .
Pls also mind that I am not advocating "surrender fees" . That is definitely another way to rip RICH NRI's .

Even if you do not get the Surrender Certificate, you are not an Indian citizen since Indian citizenship gets terminated automatically after getting Canadian citizenship, so they cannot charge a fee for "renunciation" of Indian citizenship. That is why they are charging it for Surrender Certificate.

Agreed. I guess they are trying to have some kind of data base and record that this person is not Indian citizen by having surrender certificate.

I agree that fees may be a little high but does any country think about charging absurd fees on foreign citizens (they are not vote bank and it is true for all countries whether Canada/US or any other country).

But we always cry for high fees whether OCI fees or surrender certificate fees and just keep quite when we pay thousand of dollars of Canadian PR or H1B US visa (I am not saying that Canada or US are charging high fees - they may or may not). Also, serivice you get from US/Canada embassy in India is pathetic.

I guess others have already replied to you how can somebody misuse Indian passport after taking Canadian citizenship. Also, I guess most of the Indians even after taking foreign citizenship have bank account, etc. as an Indian (not as foreigner and therefore not paying taxes) and government may start using this surrender certificate to catch such people. Anyhow we are digressing.

Yes, fees is fair and reasonable. Why you are comparing with Canadian passport fees. If you really want to compare -then compare Indian passport fees and Canadian passport fees.

I agree with raj , this is the case for those countries which allowed their citizen to keep dual citizenship but in case of INDIA your Indian citizenship automatically abolish at the moment you acquire Canadian citizenship,Now where is the question of renunciation? So if you are not agree PAY for renunciation and then pay for OCI card or PIO whatever available from consulate....
great.....we are always tends to surrender.......
