As someone mentioned - weekends are busy there. And I was not that prepared. I didn't apply.

Some other week 'day' now.

The advertise on web site that only $20/ fee for surrender certificate but when you go there personally they charge $240 + 20 even if citizenship obtained between 2005 and 2010.For even small family of four it is extra burden of $1120 for no reason.I surprised why no one is raising their voice against this?

My Friend visited VFS office on Last Thursday to apply for Surrender Certificate (3 Passports).

I didn't specifically asked documents that he carried - but he did tell me that he got the list of documents from the website. He was not carrying anything extra.

Out of 3, one passport was already stamped canceled.

VFS asked him to apply for only two Passports. As 3rd is already canceled, he was asked to carry canceled passport along. Immigration at the airport will do the needful (I am worried on this part - hopefully he does not face any obstacle there).

Citizenship was acquired in mid 90s. He paid $20+ for each passport.

As per him, it was piece of cake. No fuss.

This news is appearing only on this newspaper's website and nowhere else - seems strange. If anyone else has a link to other sources, please post them here.

Only the CGI offices in Canada mention about the penalty for passports expiring between 2004-2010 - all other CGI websites (Chicago, NY, UK) just mention the regular costs and penalties for misuse.

I recently came across an elderly person at VFS, who had applied at VFS for surrender certificate and they accepted his application and fees without any penalty (early November). However, they have not issued him SC or returned his CDN PP even after 1 month, demanding penalty (his PP expired in 2005). They are neither refunding his application money nor returning his CDN PP (even if he is no longer interested in getting the SC). He has now scheduled an appointment with the consul general at CGI Toronto to get his PP back - but this is really blackmailing and harrassment (might even amount to cheating).
