Hello,

I am currently working on a major SAP Implementation Project in Canada.
Huge workforce involved in it.

What surprises me the amount of people who have come to Canada from India and other countries as part of the project. Looks unbelievable. As part of cost cutting and saving money, companies are bringing people from India at a much lower wage.
This is for sure killing the Canadian Job Market. I know so many local people who cannot find jobs in the same area - why because jobs are being taken away like this.

What is the Government doing about this - Is there a quote on how many Work Permits can be given per year? Looks like there is no limit.

In US there is a limit of how many H1B can be issued in 1 Year. That is the way they protect their workforce and there are more strict in it now.

Looks like all IT companies have made Canada now their target after the US and our government has no clue or does not want to address the situation.

What a shame....

This is what I have been saying for over 5 years now (when I found it out). There are so many IT professionals in Canada (who have immigrated) and who are struggling to find a job while companies just hire comapnies like TCS to do the job and TCS sends umteen no of people on work permit who are less knowledgeable than immigrants.
I disagree with the pay. These outsourced people are paid equal to the local people (may be not as much as a Gora PM but as much as a local team member + profit of TCS).
The Govt. is not caring as they are genuinely not interested in helping immigrants settle but more so want as many as possible to immigrate. The Govt. has an hidden agenda about this. If a highly qualified person immigrates and is not able to find a job, he may get stuck in a labour job, while the Govt. will announce that they need 1 million more jobs to fill at a professional level.
The Irony is that TCS will send a useless SAP person from India to do the work here whereas qualified SAP people (from India) exist here but when interviewed the Gora person taking the interview will reject them saying that they donot have the necessary softskills.
I wish the MP/MPP/Prime minister/ Minister of Education does something about this. It is killing the employability of local immigrants.
Peace by TK

Both of you are not wrong. But as per my knowledge before 3-4 years when Microsoft and other american IT companies wanted to expand their business (real wanted to escape some complicated american company and taxation laws), Canadian goverment welcomed them with red carpet.
To facilitate those companies, gove created special 7 IT categories which are exempted from Labour Market Opinion. So those candidate (european and americans) can just arrive to Canada with job appointment letter. and for asians it only require Temporary Resident visa (as good as visitor visa).

http://www.cic.gc.ca/english/work/special-tech.asp

There are huge no. of people in IT industry in Canada who are working under those 7 categories on work permits, because its very straight forward process.

Now, after realizing situation and impact on Canadian labour market, govt has recently decided to end those joy ride for IT employer (and employee too.)
From 1 Oct 2010 all work permit holders require LMO before applying work permit which will sync to existing foreign worker program.

Hope this will give you a little peace of mind.

Thanks for the information.

This still does not answer my original question.

Is there a quota for the number of WP issued in Canada.

They have changed the process but ofcourse all these companies can provide all the information which the Govt is asking and get the foreign worker in Canada.

Still does not solve the problem.

There is no quota on WP in Canada like H1b.

But those updates definately create problems for IT Employers, now it will not be that easy to recruit someone on WP. They have to give priorities to PR and citizens.

Unless they put a quota it will not solve the problem.

It seems to be a good start but in Canada the Government never takes a firm stand on anything. By doing this they still leave the decision in the hand of someone if the outside person will be allowed or not.

When you have quota you are sure that after a certain number, no more will be allowed.
