UK's HSMP is a big example of what you ve said . They aborted the scheme of getting immigrants from out of Europe ........ I am not sure Canada has rules / laws to that level but whatever the current rules / laws are , they should not be made a mockery of .
At least we can try getting enforced what the Canadian Govt preaches and makes us to believe .
I ve found excellent Canadian programmers , s/w guys .... don't think quality or quantity is a dearth ........... however just like Chinese goods , its the price rather then quality which calls the imports .

Very true. However, Chinese manufacture their goods in China. So what ever money they get for goods is above the average of what they get if sold locally. So they must be happy.
Same case, with Indian offshore IT folks. They get a lot better than average employees in other sectors.
However, the money they get at onsite is less than average. They have to live stingily to save a few bucks. I can quote US examples - people who come on Business visa for 6 weeks etc. They bring spices etc from India, choose a hotel with Kitchen and cook daily and pocket the daily food allowance of 50 bucks (minus groceries).
Another example of few famous Indian IT companies paying meager 55k to 59k even in expensive cities like Newyork or SFO for L1s. They are usually bachelors and stay like 3 or 4 people in a 2 bedroom apartment.
I bet, the very same people will find it very hard to save with that kind of salary once married and have children etc. However, the company wouldn't care. They will just ship them offshore and bring in a new batch of people.
H1B has minimum wage requirements. But employers file applications in Delaware or some other less expensive place and make those candidates work in New york or SFO.
