Question about B2 visa for Permanent resident.

Hello everyone,
I just got my US 10 year multiple visa issued from Consulate general in Vancouver. I have two questions and if anybody can clarify it please?
This thing is written in my visa, can you tell me what does it means?

1. Annotation: "PERMANENT RESIDENT IN CANADA NOT SAME AS CLASS ENTRY."
2. I thought the visa guys would be charging me something RECIPROCITY FEES because im a Indian Citizen. Because somebody told me I need to pay 50 dollar for that? Then how come they didnt charge me that????

I will tell you how much I spent upto now overall for this visa.
$15 for appointment
$100 for visa interview
$85 for fingerprinting.

Canadian Residents are exempt from paying Reciprocity fee.

Hi,

I got B1/B2 from consulate in Toronto.

I paid $10 for appointment and $100 for visa processing and NO fingerprinting costs.
