I think this has way more to do with it than any of us realise...even more so than qualifications, which by the way we all know can be falsified through fake certification, something that is very common these days.

Dimple, What you mentioned was true in the yester years!! Not today, atleast in India. Companies which are progressive and going global match pace with any other country that you talk about. You find young leaders in big corporates (Not limited to IT) in India so many times. Age is NOT a factor anymore. And it is now a very common occurence. I can say that from my own experience. So many times, even in small business enterprises in India, we see a younger son handling a majority of the affairs of the business! And the older brigade assisting him....However, I could not say the same for Governmental and semi- governmental agencies of India. But for the Private Sector, I think, your belief/opinion is a thing of the past.

Sorry to get a feeling that its taking a tangent! I am just trying to tell that there are so many immigrants from our countries who are "genuinely" qualified. Even for your term of "soft skills", if given a proper exposure our guys can excel. What is needed is a proper exposure... not an opening in some labour job through some employment agency. That is the reason I mentioned earlier about the need for training the new guys that come over. Is the opportunity provided...or is it conveniently neglected so that the "victim" unwillingly ends up doing labour jobs for his survival! There may be "n" number of justifications, but from within, do you buy those? I cant. I feel its a talent wasted under the guise.......
