After April 2004, CIC and the Immigration and Refugee Board (IRB) will
conduct business with immigration representatives who charge fees only if
they are members in good standing with CSIC (Registered Consultants) or with the Provincial and Territorial Law Societies (LAWYERS).

Hoping for the best. We have seen enough tragedies where unscrupulous so-called consultants have ripped people off and the poor clients [victims] had no recourse to any kind of restitution.
As for the fees, you get what you pay for.
