   ...I'd guess most flights out of Halifax would layover somewhere in Europe. So you are ok from a visa/transit perspective. Weather and flying conditions over Europe are a different matter. Regardless, avoid US. It might be better to transit through the middle east (Abu Dhabi, Dubai) or the mediterranean (Ankara, Milan, Cairo, etc.) instead of the US.

   police clearance: ...In case of Police clearance from sharjah, you have to go to police station and personally do it, it takes an hour to get it done and you have to get it typed from typist there (form) and it will cost dhs 50 to dhs 100. In case of police clearance outside UAE anywhere can be done by Indian association, sharjah. They charge you normal fees whatever applicable + dhs 20/- their fees and you will get the same in 40 - 60 days.We got it done from them. hope this helps.

If she is no longer a resident of Dubai, her application will need to be transferred to the Canadian High Commission where she is a permanent resident of. Canada does not qualify as she is here on a visitors visa. The problem you face is that wherever her place of permanent residence will be, she will have to resubmit documents. If it is India, then she will have to resubmit documents to New Delhi and that will take another 2-3 years for the PR to come through. A better option for her would be to so...
