Please dont call women "Madam" .

Madammes are sometimes ladies of a questionable repute

For some jobs(especially in smaller/tighter economies like Canada) this may amount to 'nothing' if one cannot convince the client(internal or external) that the person can work seamlessly, for a reasonable length of time(the hiring process itself is expensive) as part of the existing team to achieve the broader goals of the company. This convincing process is part of the soft skill(which some people seem to think only as English/french skills).

I agree that it is a waste of talent(especially at an individual level). However, the company/employer may value the added qualification(genuine qualif+soft skills) more than the 'genuine' qualification by itself. I'd like to think that most immigrants figure this out and market themselves accordingly and are ultimately successful. Some do it right off the boat and others not at all(out of lack of resources AND/OR will AND/OR ability).

To some extent I will agree with you. There was an article few months ago that mentioned about labor shortage in India. What the executives meant by that was that, they were looking for employees that had soft skills. The executives complained that the candidates had excellent education but lacked sorely in soft skills.

My point is that I was heartened to read that because as you say, there are companies starting to look and hire people with soft skills and promote a culture beyond educational qualifications.

As Pink Panther noted, what I said was from a well established research on work cultures. I had to take a training called "Working Globally" since my role involves trraveling to suppliers worldwide. What the training indicates is the work culture that exists.

For example, in Germany, if Engr A wants something from Engr B, Engr A goes to his boss who will go to B's boss who will let B know and the return trip carries the same path. Over here, I can go directly to B and simply request what I need. That kind of behavior is what I referred as the "work culture".

I call my VP of my entire group with his first name and joke around with him. How many Indian executives can I do that with without tripping their ego or without calling that person "Sir"? Again, it is not a fault, but a well accepted and required tradition and practice that we all need to be sensitive when working globally.
