This guy knows enough about the procedure and the terms that we use in the landing process. But he sure is missing some thing and wants to know if the process is complete.
Normally they say that the Principle applicant should land and get his/her COPR papers processed FIRST and then everything falls in place. Because the Principle Applicant has to provide the Proof of Funds etc., and make all of the declarations. And to obtain a PR card, she has to have an address to which it has to be sent to. In my opinion, I think that has been completed. I sincerely hope that she has a stamping in her Passport to tell that she is a LANDED IMMIGRANT. Also a list of goods to follow stamped as well.
I don't know what transpired between the I.O and her after that at the crossing. She might have said that I am only staying in Canada just for a day. For that he might have said that, get your PR processed when you come back to settle down. (Because she does not have a place of residence to which the card could be sent) You can do it at that time and you will have ample time at your disposal or through the mail with a set of Photographs.
The PR Card Processing is done separately and it is your job to get that process started and it is through the mail.
They do not get the PR card on the Spot. May be he was expecting to see one.
For the crossing by LAND at any crossing, they ask What Citizenship?, You say ...When did you leave?, ....How long did you stay?,... Anything to declare and then they wave you away from the booth or to the Secondary Inspection. These are the RAPID Fire questions.
They DO NOT Say show me your PR Card. So, I feel he has a doubt if she will be ever let into Canada again.? Has the process been Normalized?
While processing all of these statements provided by the OP, I am putting myself in the scene and seeing myself in three different roles, trying to make some sense out of it.
1) He might have used too many with outs in his question. That is throwing a Monkey wrench in his asking.
2) This one makes a lot of sense. The Principal Applicant not being in Canada to receive him or has a place that she resides, can he cross the border to get his COPR papers processed.
It is the second question that gave me a clue with which I am able to process the statement made by the OP.
