We used to use dice.com / monster.com to apply for positions (stage our resume) before. (Say 8-9 years back).

Has this changed ?

Any good source to apply for IT jobs in USA ? (Senior technical positions).

indeed.com (tends to pull postings from other sources including monster, state job boards, linkedin, etc)
careerbuilder.com
monster.com
linkedin.com
corp-corp.com mostly desi listings..

for higher end positions, you can try paid services

Is it true (according to the link above), a Canadian citizen could work in H1B without H1B stamp, I mean just file the petition and use the petition to enter the country in place of applying a H1B visa stamp in your Canadian passport.

If it is true, it is a news to me.

This links also means the same probably -->

Yes, it is true. You just need your H1B approval.

You will be "processed" at a port of entry with a photo and fingerprints. Then an I-94 will be stapled to your passport that shows the time period you are authorized to stay (which normally would be the time period of the H1, TN, etc). Once that's done, you are no longer required to carry the H1B petition, rather, only the passport and I-94.
