According to this, you might not require the Record of Landing if you have PR Card. I have already forwarded this link to my friend & told him to call the call center & ask/clarify the things.
May be this can save some of his time in becoming citizen. Again thanks a ton for the information.

I finally received teh acknowledgment dated September 19. They are pretty much on time. So it seems like the process is moving as mentioned on the CIC web.
You DO require the record of landing to get the citizenship. You may apply without the document but you will need to present the COPR at the time of written test. If you do not have one by then you may be allowed to write the test but your oath / citizenship ceremony shall be delayed till such time you get the COPR. COPR is the most important document ever to establish your PR status (for pension and other old age benefits). This is the document which they need to stamp in the citizenship ceremony.
