If a person along with children return to home country after obtaining citizenship with plan, kids returing Canada for college / university education after say 10 years from now. CIC will accept them as Canadian citizen? If not, how frequent a person has to return to Canada to have citizenship status alive?

Once a citizen, always a citizen. Kids can return for studies or anything else. No other requirements to fulfill.
