I have come across two different kind of exp. about PR cards. In some cases the persons are asked to collect PR card personally while in other it is stated that it will be posted to your address in canada.
we (family) landed in june 2001, but due to winding up required I had to come back. Meanwhile september 11 episode happen which nosedived the IT job market further. I applied for RRP and got six-months extension. Now I want to come back in in april 2004. since, we will not be able to enter canada without PR Card after 31.12.2003, we have decided to pay a visit in Nov. 2003 (and stay with our friends). My querries are as follows:
1. What papers will we need to re-enter ?
2. Will it be possible to apply during our stay for PR card?
3. how PR card will be delivered
4. with 6-months RRP whether we will be able to r-enter in Apr2004?
I would be gratful to have experinces and replies on above

For a new Immigrant, PR card is sent through the post after he lands in Canada but an existing ‘landed immigrant’ is required to apply in person.
If my understanding is correct, you left Canada in 2001 and got a RRP with a validity of 6 months. If that is so, your RRP is already expired and you might be considered to have abandoned Canada. As per the rules prior to June 28, 2002, a landed immigrant was required to be present in Canada for 6 months in every year, unless one has an RRP. But an RRP holder was required to report to the authorities when they come back to Canada.
Under the new law (from June 28, 2002), there is no longer a returning resident permit (RRP). A permanent resident must be physically in Canada two years in every five-year period.
Once you enter Canada, you should apply for the PR Card. But your PR Card won’t be mailed to you but should be collected in person. So you need to be physically present in Canada for the collection of the PR Card.

Here I want to clarify that my RRP was valid upto July 2002. When I went for re-extension around 20th June 2002 I was only told that the procedure is changed and no new RRP will be issued.
Under such circumstances, what papers I will need to re-enter canada now as well as after dec 2003?

I think you will not face any problems for entering Canada since you can still meet the requirement of spending at least 2 years in Canada during the 5 year period (June 2001 to June 2006).
However, you may not get the advantage of the RRP since you did not come back before its expiry i.e. the period of RRP maynot be counted in the mandatory 2 year period.

Last year i landed in Canada just to establish my PR. I just stayed there for 4 days and came back to India immediatly. I know that you dont need PR card when u leave Canada. Also it takes 30 days to get the PR card. So i gave my friend address there in Canada and he said he cannot post back the PR card by post. Since it is the property of Canada and you cannot lend to other or send by courier or postal. But luckly my friend planning to come India be 3 month later and he brought the card with him and gave it to me. NOw iam again going to Canada by January and since i have my PR card i will not be having any problem!
