Is it possible to do fingerprints for Citizenship application even before you get letter from CIC?

not everyone is asked for fingerprints... only in cases where there is doubt about your identity in the sense there is someone with similar name or other perticulars who has a criminal record....

Again wrong !
Fingerprints have to be submitted by everyone. This must be done only when you get a letter from CIC informing you that a preliminary scan of the application has been completed. No exceptions are made for anyone.

i repeat... NOT everyone is asked to submit fingerprints... only in cases where the RCMP is unable to give outright clearance as to criminal check...

2.6 CPC-Sydney sends file to RCMP
CPC-Sydney sends all applications electronically to the RCMP.
The RCMP check each application to determine if the applicant has a criminal record.
2.7 RCMP clear most
Usually, the RCMP do not find a criminal record. If there is no criminal record, the RCMP send a clearance to CPC-Sydney electronically.
2.8 If RCMP find criminal record
Individuals who are identified by the RCMP as possibly named in Canadian criminal indices will be asked to submit fingerprints for clearance purposes.
if your name is john smith, you will probably be asked for fingerprints... if your name is asoasdhjik sdjkaslk chances to confuse you with another asoasdhjik sdjkaslk who has a criminal record are almost next to impossible...
the other situation you may be asked for fingerprints is if you have changed your name for whatever reason, including marriage after arriving in canada...

I am travelling to India for three or four months, if I get letter for fingerprints submission where I can get these done in India?.

pretty much any police station in india if im not wrong as long as they attest to the fact that the prints are yours and have been taken in accordance with the standards blah blah...
usually, the letter asking for the prints also includes a list of local agencies that take fingerprints.... they have to be taken on a form that is specifically used for the purpose... but be advised that you only have 60 days for sending the form back to cic...
