This is not "HOTEL CALIFORNIA". You are free to go anywhere you want to and having been here for that long a period, you should explore what your Work Experience can do and help you with the PR Status. AND it is only if you want to.

Can work permit holder apply for PR in Canada?

Express Entry: Canadian Experience Class
With an LMIA job offer, you can apply for a work permit. After working in Canada for 12 months in and NOC A, B or O skill level job full-time (or equivalent), you can apply for permanent residence through the Canadian Experience Class - CEC - category.Jan 27, 2019

4. Quebec Experience Class (QEC)

Temporary workers can apply for their permanent residency through the Quebec Experience Class. The Quebec Experience Class (QEC) is much like the Canadian Experience Class (CEQ), except there are additional requirements under the QEC.

Applicants under the QEC must have worked in Quebec in a skilled position for at least 1 year (by way of temporary work permit) and they must speak French at an intermediate level. Successful applicants will be given a Quebec Selection Certificate by the province of Quebec, allowing to apply for their permanent residence status.

It should be noted that foreign nationals in Canada with a Working Holiday Visa may also apply for their permanent residence through QEC, so long as they meet the requirements mentioned above. *This option for Working Holiday workers applies uniquely to the QEC.

The process to go from temporary worker to permanent resident via QEC can take up to 1 year or less.

I have applied under the Quebec Experience class for CSQ in September 2017
Normally I should have received the CSQ in 4-6 months. Then apply to federal government for final process of PR (12-18 months

Unfortunately with the new government, I am yet to get any news from the Quebec immigration office. Hopefully I will get the CSQ this year. This September it will be 3 years since I first applied for CSQ.

If nothing happens this year, I should think about quitting the job and move completely to other provinces and start fresh with another job.

It’s a lesson for all of future immigrants who come on an intra company transfer. Try to get the transfer out of Quebec.
