The 2 lines are 2 seperate passages.
The second line means that you have to know what you are entitled to (like free rice, free wet grinder, Free fan, free this and free that) and that should be used and exploited.

and for your information, one day I was supposed to take the 5 pm train. I took the ticket at 2 pm. At 4 pm a super fast express came and I boarded it which i am not supposed to (as it has no general tickets). The TTE saw me standing near the door and asked me for the ticket. I showed him my ticket. He said that it was not valid and said that the fine was Rs 500. I said I am ready to pay. He then said, just move to some other compartment and let me go scott free. One of the reasons why I like India.
