They should've had it years ago. Quality of the immigrants would've been much better.
It's not too late still.
This is nothing to do with immigration or the 'quality' of immigrants.
This is about Citizenship Application which you place with CIC after 3 years of residence. Another collection mode of fee from quality immigrants and more business for so called 'third party' english speaking and listening course sellers!! It is going to be another burden for jobless immigrants and homemaking spouses will be stressed to learn.
