It is your responsibilty to prove the residency in canada for PR and Citizenship purposes and not CIC 's to disprove . Remember lying can cause you to lose PR or citizenship anytime in your life and also involves prison time under the punishment of perjury and lying to CIC .

What you have heard is quite right. There are several people who are doing this. In fact I know of a person who lives in Dubai but on paper he is in Canada. To avoid the passport getting stamped when travelling, he flies into and out of Detroit and then comes and leave Canada by surface because the passports are not stamped for travel to the US by road. However, as Smiley has correctly pointes out, it is illegitimate and illegal and the risk of getting caught is always there. Your choice!
