Freinds.,

We landed as immigrant in April 2010 finished the intial formalities of collecting the SIN Number, PR Cards, Bank Accounts etc. We were told that we need to apply for our health cards after 3 months in Ontario. Can you please advice me if we come there for 2-3 weeks in Sep - Oct '10, Is it possible for us to collect the health cards as well. What is the procedure to apply for the same in Hamilton / Saint Catherine Area.

Pls advice.

You can apply for a health card after a 3 month waiting period;

http://www.settlement.org/sys/faqs_detail.asp?faq_id=4001244

The waiting period begins on the date you establish or re-establish residence in Ontario. If you are an eligible temporary resident, such as a foreign worker or clergy member who meets the citizenship and residence requirements described in Ontario's Health Insurance Act, the waiting period begins on the date you establish residence in Ontario.

http://www.health.gov.on.ca/english/public/pub/ohip/wait.html

Leaving Ontario for more than 30 days in the first six months immediately after establishing residence in Ontario can impact your OHIP coverage by affecting the start date of your three-month waiting period.
It can result in a new three-month waiting period being applied as most new and returning residents to Ontario are required to be physically present in Ontario for 153 days in the first 183 days after residence is established in Ontario in order to maintain Ontario health insurance coverage.
The requirement to be physically present in Ontario for 153 days in the first 183 days after residence is established in Ontario only applies to new or returning residents:
Who move to Ontario from another country or
Who move to Ontario from another province/territory where they were not covered by the health insurance of that province/territory

I am not sure if visiting in Sep / oct for the purpose of applying for a health card is a valid option based on the above.

If a person stays for 153 days and then goes out of country for 3 years (because PR can stay out for 3 years in a given 5 years), then will he has to wait again for 90 days and re-apply for health card after returning back to Canada?

I am not sure about that. Somewhere in the links above is mentioned that one must inform OHIP when leaving Ontario for an extended period of time <can't recall the exact time period>. I would highly recommend calling the OHIP hotline and get the information from the horse's mouth.

Is there any rule written somewhere like 153 days rule. Does it apply to Canadian citizens also if the person stays out for extended period? Calling them will be like inviting the problem.

I firmly blv that duping the system or finding the ways around is inviting the problem. Later or sooner all deeds are bound to haunt .
