No, Canadian citizens are not exempt from this 153 day rule. You can always call anonymously to get general information. It is just another call centre.

Freinds.,

Is it mandatory for the principal applicant to be in Canada for the rest of the family member to get OHIP card. Please advice.

No. Once everyone completes landing, it doesn't matter who the primary applicant was.

You can apply for a health card after a 3 month waiting period;

http://www.settlement.org/sys/faqs_detail.asp?faq_id=4001244

The waiting period begins on the date you establish or re-establish residence in Ontario. If you are an eligible temporary resident, such as a foreign worker or clergy member who meets the citizenship and residence requirements described in Ontario's Health Insurance Act, the waiting period begins on the date you establish residence in Ontario.

http://www.health.gov.on.ca/english/public/pub/ohip/wait.html

Leaving Ontario for more than 30 days in the first six months immediately after establishing residence in Ontario can impact your OHIP coverage by affecting the start date of your three-month waiting period.
It can result in a new three-month waiting period being applied as most new and returning residents to Ontario are required to be physically present in Ontario for 153 days in the first 183 days after residence is established in Ontario in order to maintain Ontario health insurance coverage.
The requirement to be physically present in Ontario for 153 days in the first 183 days after residence is established in Ontario only applies to new or returning residents:
Who move to Ontario from another country or
Who move to Ontario from another province/territory where they were not covered by the health insurance of that province/territory

I am not sure if visiting in Sep / oct for the purpose of applying for a health card is a valid option based on the above.

What G13 has stated is absolutely true. From what I have heard is there is information sharing between the Feds and the Province. So although OHIP is Provincial, and Canada Immigrations (or whatever they call themselves) is Federal, OHIP gets information from immigrations about your arrival / departure.

Don't take chances...

This means the following is true
"The person (PR or Citizen) would like to stay in Canada for 3-4 months (During summer) in every year and will be out of country for 8-9 months. This way he/she will always need a medical insurance as OHIP will not cover anything."

Yes, it sounds true. But the problem is - OHIP users are supposed to voluntarily disclose this.

Otherwise ... Jo pakda gaya woh chor hai.

Thanks

My main purpose of asking was if it is a rule (Written somewhere) and is not just a suggestion imposed by OHIP.
When u say that it should be disclosed voluntarily then it confuses.

It is like understanding the white and yellow signs on the road. e.g. when speed limit is written in black on white then u can be caught if u violate but if written on yellow bk, then it it not an enforcement.

So the question is still there. Is disclosing to OHIP comes under enforcement or not??
