I am not sure if visiting in Sep / oct for the purpose of applying for a health card is a valid option based on the above.

No, Canadian citizens are not exempt from this 153 day rule. You can always call anonymously to get general information. It is just another call centre.

Yes, it sounds true. But the problem is - OHIP users are supposed to voluntarily disclose this.
