RIM with stock options would beat BoM offer anyday.
If you can interact cordially with both desi consultants as well as Canadians then you will be seen as a guy who can work in cross cultural environment.
Waterloo is a good place to live. I rented a beautiful duplex house for the same $$ I now pay to live in a crappy accomodation in YYZ. Although, Toronto is more interesting, according to Mark Faber and his fellow gloom and doom prophets you should live in smaller towns as they are less likely to be nuked.

The more u speak the worse u make it for urself..
1>TCS people have far more process knowledge than most people here.
2> Private college education does not mean any person is less knowledgeable than a non private college education
3> Packing ur own lunch is not a crime, especially if cafeteria food is garbage..
4> Talking in ur own language is a common trait to all immigrants .. not just desis or TCS people..
5> Saving money is also not a bad trait..
Earlier lot of Indian It companies used to provide behavioral training , now all the companies have cut back on that budget because of competition and high employee turn over, coming to a foreign culture can be difficult for everybody and people tend to stick to their own flock..
If u dont like what someone is doing or behaving u should just ignore them rather than generalizing and applying to masses..

Most of the TCS guys/ or from any insource firm are from private colleges (and not the higly trained, skilled immigrants who are from the creamy layer of Inda) and most donot know much about the job/ software. Besides they are here on work permit and they behave like people who want to save as much money as possible and leave. They bring their own packed lunch and talk in their own language and gobble at the freebies offered at the office. As an immigrant you are stuck in between. DO you want to be a Canadian and mingle with the higher up or do you want to stick to your roots and hang out with people of your nativity. If you act like a Canadian, then the TCS guys will say that you are neglecting people from your own country and if you mingle with the TCS guys, then the management will leave you out.
So better to be at a place where you donot have the workpermit guys (for your professional development)

If a guy is more of a techie then RIM will be good place to work. More places (Departments) to grow yourself within the company. It will be easier to migrate from one position to other to advance career.

No idea about RIM. Though the perception is that the co is fast paced, using advanced technology.
BMO - again not much knowledge about the IT dept. in BMO, however, would not advise working in Canadian bank. The approach would usually be very conservative and technology used is outdated by US standards. Even the compensation is below average. Though I could be wrong on the salary part.
Being in Toronto can make one better placed for growth and other future opportunities .
