This is where the culture comes into picture. Not only the culture of Babus but also the culture of common citizen. Stealing from government property or damaging the government property is considered a brave act. Bribing is consider "Patayo", meaning I fooled a government officer. In reality the person who says Patayo is fooled. The irony is that this is not considered a social crime. What difference it makes if you steal 100 Rs from a counter of a convenience store v/s you enter in a toll route without paying toll? To me they both are crime but they do not see it that way.

I guess Modi is having regular moral values sessions for its officers, mostly the top ranked officers only. Hope it will change their values. And they pass thru them to the lower lever officers. High wishes.

The GIFT looks nice in the pictures. In real life without law enforcement and change in the attitude of the people it can't be the same. There must be something to be done for that. Will that happen?
