Hi,
i applied under 0213 as a network administrator with 4.5 years of exp in November 2009
yesterday i got the rejection mail, stating
" although this NOC code corresponds to occupations specified in the list, the main duties that you listed do not indicate that you performed the actions described in the lead statement and a substantial number of the main duties of the occupation as set out in occupation description of the NOC, including all essential duties, As such, i'm not satisfied that your experience corresponds to NOC 0213"
i have few doubt, please clear them out
1) can i re apply?
2) if i re apply what changeS should i make to my application
3) can i re apply immediately? wont they say that how come my job duties changed so soon?
4) if i apply for student visa now? will i be able to get student visa? or embassy will reject it, since i tried for PR earlier?
P.S. MY DESIGNATION DON'T HAVE MANAGER WORD, BUT MY COMPANY GAVE ME IN WRITTEN THAT I HAVE BEEN MANAGING A TEAM FROM LAST 20 MONTHS, THIS LETTER WAS INCLUDED IN APPLICATION

One of the common reasons appear to be non IT degree applying for IT job classification based on experience.
Even though their rejection letter says that your experience doesn't fulfill the NOC code, often they are rejecting because of educational degrees.
Are you degrees IT or non IT?

Don't just re-phrase your duties - they'll catch you on that.

Maybe you should consider a certified immigration consultant specializing in skilled immigration category with a good track record under the new rules of 2008.

There's no harm in trying.
A rejection of student visa will not affect your PR application if you re-apply.

The description for 0213 states:
Several years of experience in systems analysis, data administration, software engineering, network design or computer programming, including supervisory experience, are required
Note the bolded term - 20 months is not even 2 years.
Quite possibly, this may be the cause for rejection.
