On getting the Passport request letter, do we have the option of going in person to the CIC office (in my case LONDON) to get the visas stamped urgently ?

The best sourse to get this information is your agency who is processing the visa. In anycase if yuo send the passport you will get the visa stamped in 2-4 weeks time. U have to just follow up with ur agency everytime. some times they are late / very late in informing.

They Would not give you off hand visa stamped at CIC-London.It still takes a week's time for you to get back the stamped passports after you hand the passports in person.

I believe this is possible. As per my knowledge, you can go to CHC London in person but only on Thursdays. And then you can again go to CHC London after two weeks (Thursday) to get your stamped passport with visa. Below is a link for you. Hi,
I presume , ur in Dubai and intending to go to London(UK) to get ur passport stamp?
it shall be a better option and safe too, only thing you have to be prepared to stay put in London for 2-3 days, in all probability they shall do it and hand it over to you.
I had done it for myself 4 years ago, I had been to Nairobi from India to get my visa stamped.
