When i click send a Pm, it remains in my outbox, does not show in the sent messages.Does it mean it has been received by the other person??..please list step by step on how I can send a PM..thanks!

Your PM works just fine. The sender to whom the PM was sent must read the PM before the PM will go to the sent items box from Outbox. So this means that the person to whom you have sent the PM , has not yet seen it. You can also use the e-mail option to send the message to the e-mail of the person to whom you are addressing the mail too.
