You have to send the applicaton to canadian consulate.

If you are a citizen of a country that needs a visa to enter Canada, yes, you need a visa.

Fastest way is to go in person to a Cdn consulate. For ex: You can get a visa in half a day at the Cdn consulate in Detroit (by appearing in person).
