Renting car at Pearson airport but dropping it off at Detroit/Windsor

I am planning on coming to Toronto for my H1 visa stamping and from there plan to go to Windsor to check out the city and to see the feasibility of commuting daily from Windsor/Detroit. I am planning to arriving in Toronto but departing from Detroit. Have a few questions.

1) Can I rent car at Pearson and return at Detroit or Windsor ? Is this option expensive ?

2) What other means are available to travel between Toronto and Windsor ? Has anyone travelled by train from Toronto to Windsor ?

Take GREYHOUND Bus from Toronto .
It is cheap and best. It takes almost 4 Hrs and Fare is round 60 cdn $
