Just imagine what would happen if everyone who lands here, got his drivers license in a jiffy? That would be a joke and this would be like another south asian country like... (whatever comes to your mind).
I have no idea why there is such restriction for the people with less than 2 yrs driving experience from India. This is what the explanation I gathered from my driving teacher. The above mentioned rule was implemented due to the fact that in past people could take the road test next day after passing G1. In that scenario many teenagers tried to pass the driving test exam without even taking any lessons at all. Some people tried the test with out even knowing anything about gas peddle, break etc. So for the safety of people this particular restriction was imposed.

Why did you stop your comparision to the US. You should have compared it to Mexico. If you have the money to buy a car, then no need for a license in Mexico. It is VERY immigrant friendly!

Canada claims to be the land of immigrants but it has some of the most immigrant unfriendly rules!!!!!
However the arguments run counter to facts/other rules:

2. But now if the same person applies for a Canadian driving licence does he suddenly beome unsafe?

Well Canada is compared to US in many aspects and not with a third world country like Mexico. Moreover Mexico does not bring immigrants like US & Canada, hence comparison with Mexico is irrelevent.
I am not in the favor of relaxing the driving test norms, but my contention is that Canada should consider US rules as a precedence and try to make things easier for the new immigrants. All said and done it is very difficult to survive in this country w/o a car.
The reasons they give for a waiting period of 8 - 12 months is unjustified.
Again in Canada there are G2 & G, whereas in US there is only one license and your can appear for the road test next day after you clear the written test. With the same US driving license you can get a canadian driver's license (atleast G2) w/o any test.
However I do agree with it, that it is the rule in Canada, take it or leave it.
