I had same question when I have applied for my parent immigration. But my situation was different.
I want to bring my parent here anyhow, because I want to take care of them and I can't leave my job and go there if they get sick or something. so I was depend on immigration.
I have ask my lawyer, she is working and decison maker to create policy in Immigration department for 15 years..
and she have advised to me, If you clearly read the guideline they mentioned, the person should reside in canada if they are sponsering their parent.
Reason is very simple.. goverment want to make sure it's your resposiblity if you are applying for their immigration when they come here to give them house, food etc. basiv living. so if you leave the country they are not sure.
If they will check and found you are not in country they will reject immidieatly..
but i am not sure they are really checking that or not.
but in my case, I did not want to be rejected because i am so much depend on it..so I didn't took risk..
it's up to you.
