For a person to apply for Canadian immigration he should have lived in a particular country (If the same is not his country of Citizenship) for a year or more.

My question is that He should be permitted to stay or he should have stayed?

Example: If one lands in Canada on Student Permit (with Visa for over a year) Can he apply for Immigration in 2 months after coming (Asuming that he has enough points)
