I have been here for over 3 years now and now just a couple of days back I applied for my mother's visitor visa. I was not surprised to know that she was rejected

It's really crazy..
It's because of 'welfare issue' + 'free health care system' etc.. canada goverment want only working force(young.. dogs).. how can work and pay taxes... they are not interested in old people ...who is just expense for them. so just make it hard ...increased timeline another political way to stop them to enter in country.
I have mentioned about 'your case' before my parent was going to apply for visitor visa.
Acutally we already know we will not get it.. but then nothing to loose in trying.
So I was bit worried for my parent emotion and I was telling them...'Take it easy; if they don't give us via' we alreday know the situation..
My positive attitude DAD replied ..'yeah, I know If Gujarat CM (Modi) didn't get visa.. I can get denied too...who cares.. '
cheer up.. I love my iNdia...
Our case is similar to that of unome....parents immigration is in process...no reply on that....checked on one one of the threads on this panel that they can still try for visitor's visa.....applied last month...rejected for the same reason....met MP's off....clms that there are more than 20K illegal residents in Canada who came as visitors...so govt is trying to toughen up....yeah right !!!!!....
we all need to just voice our concern....sponsoryourparent is really doing a great job....try to contribute to that cause as much as possible

Why were you not surprised?
You *ought* to be surprised.
Someone like you - who has been in the country for over 3 years, makes well above average income and has above average savings - should not only be surprised but enraged when your closest family members are denied visas on flimsy grounds.
It is your tax $$$ that fund the foreign consulate systems abroad, so it is actually your money which is being used to deny entry to your loved ones - how much more screwed can a system be?

Whether anything positive will ever come out of this, only time will tell.
It may be worth reminding your political representatives that such policies are in direct contradiction of the very basis of the IRPA laws, which govern the entire immigration system in Canada.
One of the topmost goals and objectives of the IRPA is to "helps families reunite more quickly".
See -
http://www.cic.gc.ca/english/irpa/
and
"....the proposed legislation strengthens our commitment to family reunification so that Canadian citizens, permanent residents and refugees can be reunited with their families as soon as possible...."
http://www.cic.gc.ca/english/irpa/c11-overview.html
Maybe their definition of "as soon as possible" is 4 - 5 years
