my parents application for permanent residence is in proces in new delhi since dec 2003 . we got the file no in aug 14 2004 . since then there has been no nes from them . As my younger child is of special needs i cant realy travel to india. my parents want to visit as they have not seen my kids yet . they applied twice for visit visa but it got refused . is there any way they can come here on visit and meet their grand children

When did they apply for the visa?

Because there was a new rule passed early this year which allows parent who have applied for immigration to get visit visa without hassles.

If they have been recently denied visitvisa then it is a matter of concern

This is not a rule that they passed, but only a statement made by the Immigration Minister. Visa officers in CHC will still assess cases on merits (read use their discretion) and decide whether to isssue visit visa or not.
