"Do not request a police certificate from Hong Kong, the United States or Canada until you are instructed to do so by a visa office."

The above paragraph comes from Cosulate General Buffalo website (http://www.dfait-maeci.gc.ca/can-am/menu-en.asp?act=v&mid=5&cat=68&did=398)

Does that mean I do not need to get a police certificate if I am applying for a Canadian PR?

I also saw somewhere in one lawyer's website that citizens of Nepal do not need police certificate FROM Nepal. Is that true?
