It seems you don't have to worry too much since your consultant is 100% certain that you'll get your visa by 31/Dec/2004. You trusted them with your case and there's no reason why you should not listen to them. I cannot comment of=n whether they are lying to you or not.

The embassy is usually closed for X-Mas and new Year but not for one month.
