This is with regard to the above reply.
I think I was not clear in the above post. So Let me make myself clear.
1. I plan to travel to Canada and stay there . I have no intentions on returing to my mother country.
2. Considering point one , do I still make a request to the immigration officer for a picture taking session and do I still tell them that i would like to pick it up the card as and when it arrives, from their office?
3. If I am sick , can I use the health facilities with out the PR Card?

Since the problem with the issuing of the PR card was due to the pictures being not to specifications, it will be worth asking if they will take the pictures there at the Port of Entry on arrival there with their Photographer, if they have the facilities. Otherwise, you can get them taken at a facility in town after landing.
There are extra charges for speedier process and it will be worth the fifty bucks and ask for the Re-Issue of the same through that process. When you are sending the pictures to the CIC, attach a covering letter and a copy of the letter received from them, with the file number.
Since you are staying here for your studies, and will not be traveling out again for some time (Do not have a return ticket) you can ask them to send it to the address that you will be providing at the time of landing, if they ask and only if they are taking the pictures. Otherwise, clear the Immigration at the CBSA Check point at the airport and go and collect your baggage and clear the customs check and get out of the terminal.
When ever they re-issue a PR card, they normally ask you to pick it up at their offices near by. That they will tell you with a letter, giving its location. BUT if they will mail it to you it will be there in the mail for you.
If you did not apply and obtain a OHIP card, in Ontario, then, you will have to wait for its arrival, which will be about 90 days after applying, and then get to use it. Until such time it will be worth having an insurance coverage for the first 90 days. It is optional. Applying for a card is a must.
For University students there is an intermediate coverage available through the University Services, see the student body for the same. The last I checked, some time back, it was about two bucks a day or less. It could be slightly more now!

Unfortunately, things seem to be working against me. Was not able to travel on the 12th of June. No tickets. All tickets available, go thro US and i have to have a visa if I have to transit at any of the airports. A US visa takes 4-5 weeks to obtain here in the middle east. I am feeling really frustrated.
A ticket is available for the 24th of June. Do you think I should give it a try?

Please keep a record of all of the happenings with your efforts trying to depart from the place you are currently (now) at. Write them down and retain it for future. (If it becomes necessary).
Do take the first available flight out of there. Land here and forget about your troubles for the next two long years.

My reasoning is : You were issued a PRTD. Which goes to show that you do merit a better future here in Canada. (Some one who issued it to you also thinks that way) Now learn to read minds, if not between the lines. FH
