What is the best Mortgage Rate available today with maximum payout a year

My mortgage is coming up for renewal soon, so I am trying to get the complete knowledge on how to and what to before we get a renewal.

Since CDs are much experienced here and can guide me the best I am writing this post.

Question: What is the best mortgage rate I can get with a maximum payout a year and from where?

I know I can shop around with the help of brokers and I did get in touch with few brokers, but I feel CDs would be able to guide me better on deciding the best deal.

My location is GTA.

Can you explain what do you mean by "maximum payout a year"?
