This advice is WRONG.
You need to provide a birth certificate AND so do your parents.
Call CIC ask them what is the alternative.

You are required to provide your birth certificate to prove relationship with your parents who you are sponsoring. It is also recommended to provide the copy of the page in your Indian passport (even if you are a Canadian citizen) where it lists your parents names.
Your parents are not required to provide their birth certificates,if they dont have any. They can provide an affidavit stating that their birtth dates in their passports be regarded as official proof. They do have to provide their marriage certificate or an affidavit if that is not available.
my folks were born in karachi, west pakistan ( b4 the partition ) and all they have is passport. I really dont think this should be a problem
Unfortunately, that is need.
You should call and ask to speak to an agent. Ask them if they can confirm the alternative in writing.
Attach that writing with your application.
The number to call is 1 888 242 2100
Let all the other members what response you get.

BOTH.
They need to prove that your dad/mum is what they claim to be AND they need to prove a relationship between child and parent.
Birth certificate does this.
Call CIC if you don't have a birth certificate for any of your parents. Explain the agent on phone why this is the case, and ask them what are the alternatives available in this situation.
Update this thread as soon as you get any new info.

CIC needs birth certificate of parents or sponser? still little confused??
i talked to cic, they told me if your parents dont have birth certificates, they need to show that they did efforts to get birth certificates if not then get record not found certificate and get affidavits mentioning that your date of birth from your passport /educational documents be regarded as proof of birth. same for marriage certificate.
We found birth certificates and school papers for parents, I though we didn't have
