It goes like this:
1. If you were born in a city or town in India in nineteen seventies, then the system was in place and you can get your birth certificate issued from the municipal corporation/ village sarpanch concerned.
2. In absence of above, Class X Certificate/SSC/Hr. Secondary Certificate is considered authentic document for date of birth, when it displays such date.
3. In absence of such certificate, if person has not passed 10th class, an affidavit sworn before a magistrate is normally used. In some cases it could be notary public, detailing the causes for the same.
4. In case no one knows your date of birth then only month or year of birth is given.
5. Cases of 3 & 4 above are rare and people with such problems could be in their 70's or 80's (years of age) now.
6. In case it is issued in other language than English or French you will have to get it translated and certified that translation is correct.

BTW, LD where did u get that info from ... was it from some CIC site ? I mean is this published info otherwise as Nirakar has indicated my dear husband wud have to run to that tiny hamlet where he was born !!! God only knows if they keep any records there !!

Not really, he does not have to go. Anyone of his friends / relatives / classmates from school can get it issued and mailed to him.
It is always better to collect it, if it is available. You don't know when you may need it at short notice.
In case you can't do it, matric/ssc/hr.sec certificate is good enough for your current requirements.
