I think for the police clearance certificate u can contact the indian embassy , they also issue it but they also charge a nominal fee for the service. ull get it the same day.

If your passport was issued in USA then you will get PCC same day if you apply before noon. If your passport is issued in India still you can apply to Indian Consulate General in USA. You will get it in a month.
