If you have lived in India, all your life, and apply for a Canadian PR visa from within Canada then you do not have to submit a PCC from India. The Buffalo PCC will do that check for you. If, however, you have stayed outside India for more than 6 months in any of the non-exempted countries then you would need to submit PCC's from all such countries. I escaped that, as my stay in Germany (the only other coutry that I stayed) was limited to 4 months only.
Please be advised that this was based on rules prevelant during 1999-2000. I am not aware of current rules (but as per the info on CIC/and that website), I think the rules have not yet changed.

Yes, I have lived in India all this time, except for a 3-month trip to US on a B-1 Visa. So, I guess Iam on the same boat as you were when applying.
But Iam not sure whether this is good or bad news for me
How does Buffalo PCC do the check on their own? Does it mean more time for PR? I am counting heavily on the shorter processing time at Buffalo consulate (12-18 months)..Please correct me if mis-informed.
I hope Iam not bothering you too much with these queries. Thanks a zillion for these tips on PR..

would be my simple answer..as I myself dont know how they do it ! So there is nothing "good / bad" abt it ! You "fill it, shut it and forget it", till you get a letter informing you that
1.) You either have to attend an interview in the USA or (bad luck! Visa ka jhamela...USA wala
)
2.) Have to submit your medical reports and Fingerprints (Baal baal bach gaye !)

A realistic estimate (who knows you may get it earlier) ... Whether you get it before you graduate completely depends on you. If you have work experience in India, then it will surely expediate the process. If not then you have to show some work experience (preferably by hook and not by crook). Yeah its 7:00 am here @ Ottawa..
