Vonage (US) is giving India Calls free + 60 other countries for USD 25/- PM

One can avail of this if you have a US address, Vonage (US) can ship the modem at that address, you could get the modem shipped to your CAD address
and use it( I am told that it is legal by their CSR).

Only caveat is that you can only choose US area codes.
